Captain E. J. Hall selected as chair of the Tobacco Education and Prevention Coalition for Porter County

Captain Joe Hall’s tobacco use caused him to nearly lose his life to a heart attack at only 32 years of age which he states was not part of the plan.  “It was all the motivation I needed to immediately stop smoking to make sure I was here for my wife and daughter. I would suggest that others follow that lead, before they face such consequences and learn from my mistakes, as well as find inspiration in those they love.”  

The Tobacco Education and Prevention Coalition for Porter County (TEPCPC) is a community-based coalition comprised of a network of diverse partners dedicated to saving lives and improving the quality of life for citizens of Porter County. The Coalition aspires to save lives by reducing tobacco use and eliminating health disparities related to tobacco use by protecting residents from secondhand smoke; preventing and reducing youth tobacco use and access to tobacco products; and improving cessation services to assist smokers in quitting. The TEPCPC is one of 49 partners throughout Indiana that is funded through a grant from the Indiana Tobacco Prevention and Cessation division at the Indiana Department of Health. The TEPCPC is affiliated with the Valparaiso College of Nursing and Health Professions who serves as the lead agency for the grant.  All community members and organizations are welcome to support to join the TEPCPC.

Carrie Higgins, Program Director of the TEPCPC, stated that “We are blessed to have the leadership of Captain Joe Hall as we move forward with our education and prevention efforts. His personal and professional experience combined with his passion for a healthier and safer Porter County are greatly needed in the work with which the TEPCPC is tasked.” Captain Hall is a 2004 graduate of the Northwest Indiana Law Enforcement Academy, holds a Bachelor of Arts degree from Southern New Hampshire University, with a concentration in Law Enforcement Operations and Administration, has completed the Police Executive Leadership Academy, and is a graduate of the 484th class of Northwestern University’s School of Police Staff and Command. Captain Hall also serves as a certified instructor through the Indiana Law Enforcement Training Board and is a Crisis Negotiator for the Porter County Emergency Response Team. Captain Hall has been a member of the Valparaiso Police Department since 2006, and served the agency as a K9 Handler, Field Training Officer, and Patrol Sergeant, prior to his appointment.
